POSITION TITLE: Lineworker (Journeyman)
DEPARTMENT: Engineering & Operations
REPORTS TO: Line Superintendent
DIRECTLY SUPERVISES: None
FLSA CLASS: Non-Exempt (Union - IBEW 953)
Position Summary
Constructs, operates, and maintains overhead and underground distribution and sub-transmission lines, devices, equipment, metering, and substations. Provides after-hours outage and emergency response and troubleshooting. Completes all associated written and electronic documentation.
Essential Responsibilities and Duties
Constructs, maintains, repairs and retires electrical distribution and sub-transmission lines and associated equipment.
- Works on both energized and de-energized lines and equipment.
- Performs construction, maintenance and operations in transmission and distribution substations.
- Constructs and energizes new lines and equipment.
- Locates sources of service interruption and makes necessary repairs to restore service.
- Responds to outages and other emergencies after-hours on a scheduled on-call basis.
- Responds to major outages as needed.
- Trims and removes trees and shrubs.
- Locates underground facilities.
- Installs, repairs and maintains area and street lighting.
Responsible for personal, public and co-worker safety and training.
- Understands and complies with all safety rules especially those in Jo-Carroll’s Employee Safety Manual.
- Attends regularly scheduled safety meetings.
- Responsible for the safety of self at all times and of all crew members when in charge of a crew.
- Ensures that all work is done to RUS specifications or cooperative procedures, policies, and rules.
- Follows all local, state and federal rules including but not limited to the NESC, DOT and OSHA.
- Keeps necessary records such as work time, materials, order numbers and readings.
- Trains co-workers and apprentice lineworkers.
- Attends and applies required training, some or which requires out-of-town and overnight travel.
Connects and disconnects services, reads meters and may at times collect delinquent accounts.
- Installs and removes metering devices.
- Occasionally disconnects and collects delinquent accounts.
- Records meter readings.
- Installs power quality recording devices and troubleshoots power quality complaints.
Performs other duties as assigned.
- Performs all duties pertaining to the cooperative within the limits of individual qualifications so assigned.
Qualifications
- High School diploma or GED.
- Must have completed an approved apprenticeship lineworker program or equivalent.
- Must have a thorough understanding of electrical theory.
- Must have appropriate valid class “A” Commercial Driver’s License.
- Above average mechanical aptitude.
- Ability to coordinate and direct work and cooperate with others.
- Ability to communicate and cooperate with employees, members, and the general public.
- Must be able to record, maintain and transcribe data and records both hand written and electronic.
- Must be able to use a computer or have the ability to learn how to use a computer and other associated electronic devices.
- Must pass a pre-employment screening, physical requirements and drug screen.
- Must be able to climb poles, and perform bucket and pole-top rescue to the cooperative’s standard.
- Requires the ability to hear, use near and far vision, stand, walk, kneel, bend, crouch, crawl, twist, climb, and manipulate a variety of materials, tools and controls.
Working Conditions
- Works outdoors with great physical exertion.
- Works in poor weather conditions.
- Works on uneven terrain, along roads and encounters vehicular traffic.
- Works around noisy equipment.
- Works occasionally at night, on holidays and weekends.
- Works with energized electrical lines and associated equipment.
- Works as part of a crew led by a foreman much of the time but may at times work alone.
- Climbs and works from poles and other aerial devices at heights of 55 feet or more above ground.
- Frequently lifts materials and equipment weighing up to 50 pounds and occasionally up to 100 pounds.
- Shovels dirt and works in excavations.
